I had this requirement, to monitor when no user interaction has been detected for X amount of time, and then reload some running app.

Some time ago i was struggling to get my laptop to use the second screen i have on my desk - not that i needed it but i just wanted it to work.

XRandR utility in X was the solution.

i spent a long time trying to configure X to work with my two screens (one being the laptop screen and one being an external LCD)
